Why is this lower than the property portals?
Portals show asking prices, which is what sellers hope to get. These figures come from INE, Portugal's national statistics office, which records what buyers actually paid. The data comes from IMT and IMI records at the notary, so these are completed sales, not hopes.
Neither is wrong. They measure different things. Asking prices tell you what the market wants. Recorded sales tell you what the market did.
