Portuguese mortgages for international buyers: common questions

Can foreigners get a mortgage in Portugal?

Yes. Portuguese banks lend to both residents and non-residents. Non-residents can usually borrow up to about 70% of the purchase price, while tax residents buying their main home can borrow up to 90%. The bank looks at your net income, your existing debts, your age and where your income is earned.

How much can I borrow in Portugal?

Since August 2026, the Banco de Portugal caps the monthly repayments on all your loans at 45% of your net income, and banks must test that figure at a higher interest rate. In practice, your budget is the lower of what your income supports and what your savings can cover as deposit plus purchase costs. The calculator above works out both.

What does a non-resident pay in purchase tax?

Since May 2026, buyers who are not tax resident in Portugal pay IMT at a flat 7.5% of the full price, plus 0.8% stamp duty. This does not apply if you have been tax resident in Portugal before, and the difference can be reclaimed if you become tax resident within two years of buying. Residents pay IMT on a sliding scale.

How much cash do I need on top of the deposit?

Plan on roughly 7% to 10% of the price for a resident purchase, and more for a non-resident because of the flat 7.5% IMT. That covers transfer tax, stamp duty on the purchase and the loan, notary and registry, bank fees and a lawyer.
