I keep getting a version of the same question from clients who are building or renovating here right now: does Portugal’s new 6% VAT rate actually apply to me? It is a fair question, because the headline number gets repeated a lot and the fine print gets repeated far less. Here is the fine print, in plain English, for anyone building or renovating a home in Lagos or Praia da Luz.
What Changed: Portugal’s New 6% VAT on Construction
Since 1 July 2026, Portugal has been applying a reduced 6% VAT rate to eligible construction and renovation contracts, down from the standard 23%. The rate applies to the empreitada, meaning the contractor’s construction service itself, not to materials you buy separately at a builders’ merchant. If materials make up more than 20% of the total contract value, the reduced rate does not apply, so the discount is really aimed at labour-heavy build and renovation contracts rather than a DIY material shopping list.
For a British or Irish buyer building through a CLT (Construção Leve Tradicional) route or renovating an older Lagos townhouse, that distinction matters. Your contractor’s invoice for the build itself can carry 6% VAT. A separate trip to buy tiles or a kitchen from a retail supplier does not.
Does Portugal’s New 6% VAT Rate Apply to Your Build in the Algarve?
Yes, but only if all of the following are true. The property must become your own permanent residence, occupied for at least 12 months. The finished property value must stay under EUR 660,982. Work must start between 25 September 2025 and 31 December 2029, with the VAT itself due no later than 31 December 2032. Self-builders who hire a contractor directly can also qualify, then request reimbursement of the VAT difference.
That combination fits a specific and common client of mine: a British or Irish couple in their 50s or 60s, building or renovating a EUR 500,000 to EUR 650,000 home in Lagos or Praia da Luz as the place they are actually going to live, not a holiday flat they visit twice a year.

Who This Does Not Cover
This is where I have to manage expectations, because a meaningful share of my buyers are not building a primary home. The reduced rate specifically excludes second homes and holiday properties, commercial or professional use, and any property that changes purpose after construction. Rental income is a separate carve-out: a long-term rental can qualify for the reduced rate only if the monthly rent stays under EUR 2,300, and that is a rental-property rule, not a route for a holiday let or an Alojamento Local unit.
If you are building a second home in Burgau or Salema that you will use for two months of the year, the standard 23% VAT still applies to your construction contract. I would rather tell a client that up front than have them plan a budget around a discount they will not get.
What the 17-Point Swing Actually Means in Euros
Take a qualifying build with EUR 300,000 of eligible construction contract value, a realistic figure for a mid-size self-build in the Lagos area once land is excluded. At 23% VAT, that construction bill carries roughly EUR 69,000 of VAT. At 6%, it carries roughly EUR 18,000. That is a difference of around EUR 51,000 staying in your build budget rather than going to VAT, on the construction contract alone.
Treat that as an illustration of the scale, not a quote. Your actual eligible contract value, the materials-versus-labour split, and your specific contractor’s invoicing will move the real number. I would always get your accountant or the contractor’s own tax adviser to confirm the eligible amount before you rely on it in a budget.
